Content Knowledge
Candidates who are studying to be teachers, or pupil services staff are required to demonstrate content knowledge for their specific instructional area per PI 34.021(1)(c)
PI 34.021(1)(c) Content knowledge for subject area programs. The content knowledge shall be assessed by the student meeting one of the following requirements:
- Having a cumulative grade point average of not less than 3.0 on a 4.0 scale for courses in the subject area or position.
- Having a passing score on a standardized test approved by the state superintendent.
- Completing a content-based portfolio designed by the educator preparation program.

Requirements
Undergraduate Elementary Education
- An undergraduate Grade Point Average of 3.0 calculated based on the following areas of your degree:
- Early Childhood Minors - Major, Minor, Professional Education, General Education Goal 2 & Goal 3
- All other Minors - Major, Professional Education, General Education, Goal 2 & 3
OR
- Complete a State Approved Content Test
OR
- Complete a Content Portfolio, including a Minnesota Teacher Licensing Test, (MTLE).
- Early Childhood Minors - MTLE Content Test Elementary Education (K-6) and Early Childhood (birth - 3rd), passing score 240 in all subtests
- All other Minors - MTLE Content Test Elementary Education (K-6), passing score 240 in all subtests.
Graduate Early Childhood - Middle Childhood
Initial Licensing Program
- Complete a State Approved Content Test
- Praxis Subject Exam, 5018, Elementary Content Knowledge, Passing score is 157
OR
- Complete a Content Portfolio, including a Minnesota Teacher Licensing Test, (MTLE).
- MTLE Content Test Elementary Education (K-6) and Early Childhood (birth - 3rd), passing score 240 in all subtests. Revised December 2018
Undergraduate Initial Teacher Licensing Programs
Option I Grade Point Average
- All undergraduate programs, complete your content area major coursework with a minimum of a 3.0 GPA in your content discipline.
Option II Complete A Wisconsin State Approved Content Exam
- Complete the State of Wisconsin approved Content Exam with a passing score.
Option III
- Complete a UWRF, EPP and departmental approved Content Portfolio. This portfolio may include, but is not limited to, passing scores on approved standardized content exams, grades in UWRF methods and content courses and teaching artifacts demonstrating content knowledge.
Graduate and Post Baccalaureate Initial Licensing Programs
- Agricultural Education MS and Post Baccalaureate programs 3.0 major GPA from an agricultural education, agriculture studies, or comparable major with courses covering at least 5 AFNR pathways and passed approved Praxis II content exams or department approved content portfolio.
- STEMteach Completers must pass the STEMteach approved content
- School Counseling: The requirements of both the B-average and portfolio for successful completion of the program demonstrate content knowledge.
- School Psychology: Praxis Subject Test School Psychologist, exam code 5402 with a qualifying score of 147
A graduate GPA of a 3.0 demonstrates Content Knowledge for an SLP.
Wisconsin State Approved Content Tests
- A comprehensive list of all past and present required state licensing exams. All exams listed are acceptable as evidence of content knowledge.
