Residence Life at UWRF

The Department of Residence Life provides leadership and management for 11 residence halls with a capacity for over 2,500 students. Approximately 40% of the student body lives on campus and our residence halls provide a vibrant, exciting home for a diverse population of Falcons. From hall councils and the National Residence Hall Honorary to themed communities, we oversee a wide variety of ways for students to get involved, connect with others and find their place at UWRF.

The Department of Residence Life embraces the University’s commitment to a diverse, inclusive community of belonging, and we believe this is essential to accomplishing our mission. We recognize the unique experience of living, learning, and working in a residence hall community. The residence halls are places where people of all backgrounds, experiences, skills and perspectives must interact and cooperate. We affirm the essence of all individuals and the qualities that make each person whom they are.

We are committed to creating communities of respect, care and support where all members are celebrated and welcomed, in all aspects of life, including ability, age, color, cultural identity, educational level, ethnicity, family structure, gender identity or expression, nationality, physical appearance, race, religion, sexual orientation, socio-economic status, spirituality and veteran status. We will build and nurture inclusive spaces that promote belonging, learning and enjoyment, where each person is validated and appreciated for their uniqueness and contributions. We will actively promote anti-bias practices and will support those who identify with historically marginalized communities.

Within our communities and places of work, civil dialogue will be supported and intended to deepen our understanding of one another. However, we will not accept acts of harassment, hatred, bias and prejudice and will investigate and respond to reported or observed incidents. Global citizenship, social activism, anti-racism, advocacy for others and active contributions to community and society will be fostered. Our communities will be places where each person can learn about themselves and develop their own unique identity.

This statement of commitment will guide our actions and provide the foundation of how we, the Department of Residence Life, will serve students, staff and the UWRF community. Our Commitment

We strive to provide high quality services, relevant information and meaningful experiences for those we serve by being customer-centric and forward thinking. We will be responsive, professional and provide timely follow through as we also work to understand your experience.

Our Actions

A Customer Service working group has been formed to lead the implementation of the department's commitment. That group is working on the following actions:

  • Create and train staff in customer service standards
  • Implement a method for individuals to provide feedback
  • Update relevant information on the Residence Life website for convenient access
  • Work towards transitioning all possible forms to electronic completion and submission
  • Incorporate questions regarding customer service into a survey for all residential students
  • Incorporate an expectation related to customer service into all employee position descriptions

Compliments, Suggestions, or Information

If you have compliments, suggestions or information that you would like to share about any of the staff reporting to the Department of Residence Life, please provide the following details:

  • Name and description of the person(s)
  • Date
  • Location, if applicable
  • Your contact information (this is optional): name, email and cell phone
  • A complete description of the compliment, suggestion and/or information that you would like to share

To submit this in a non-confidential manner, please email the information to reslife@uwrf.edu. To submit this confidentially, please mail the information without any identifying information to the Executive Director of Campus Life, 410 S. 3rd St., River Falls, WI 54022.

Informal Complaint Process

We endeavor to provide excellent service. However, if you have concerns or complaints about any of the services provided by the Department of Residence Life please take the following steps to resolve the issue:

  1. Discuss the issue with the individual involved. If a satisfactory outcome does not occur, proceed to step 2.
  2. Discuss the issue with the Director of Residence Life. If a satisfactory outcome does not occur, proceed to a formal complaint process.

Formal Complaint Process

Pursuant to the United States Department of Education's Program Integrity Rule and UW-River Falls internal policies, any individual may file a formal complaint. An individual should first utilize the institution's internal complaint or review policies and procedures. If an informal resolution is not achieved, the institution shall conduct a review and/or investigation into the allegations. This review shall be completed within a 90-calendar day period, unless additional time is necessary to properly complete the review or investigative process. The institution may conduct fact-finding during which the complainant and the institution shall be offered an opportunity to submit any relevant and material evidence and information in support of their respective positions. Either party may request the presence of a representative during a meeting and/or investigatory interview of the respective party. However, the parties shall be required to speak on their own behalf at all times during this complaint review process. The parties shall be expected to cooperate fully in this review or investigative process. Failure to do so may lead to dismissal of the complaint in its entirety.

  1. The complainant will submit the complaint form by providing an electronic copy as an email attachment, or by mailing to UW-River Falls, ATTN: Student Affairs Complaint, 410 S. 3rd St., River Falls, WI 54022. The form must be complete and the complainant's signature affirms that the complainant:
    • Affirms the truth and accuracy of the report.
    • Consents to the institution's disclosure of any protected or confidential information that may pertain to the complaint for the purpose of review, investigations and/or resolution of the matter.
    • Agrees to be available for additional information and/or questions from the institution in order to properly review the complaint.  If the complainant fails to provide requested information as part of this process, the institution may unilaterally dismiss the complaint on the grounds that the complainant has refused to willingly and fully participate in the complaint review process.
    • Agrees that if the complainant has filed an external complaint or grievance with either UW System or an external state agency prior to or during the filing of a complaint under this review process, the complainant shall notify the institution in order to avoid a duplication of the investigative process regarding a same or similar complaint.
    • Understands that state law may also provide for the public disclosure of any existing record or document that is a part of the complaint review process under the Wisconsin Open Records Law, Wis. Stats. 19.31, unless specifically exempt from disclosure by law.
       
  2. No later than 60 calendar days from the conclusion of the review and/or investigative process, the Assistant Chancellor for Student Affairs shall issue a written decision to the complainant. The decision may include one or more of the following determinations.
    • That there was insufficient evidence to find that a violation occurred;
    • That the complaint is dismissed due to lack of cooperation or participation on the part of the complainant, or untimely filing;
    • A recommended course of action for the institution to assure compliance with applicable laws or rules;
    • A directive to the unit, or sub-unit and/or any other remedy or resolution that is deemed appropriate and reasonable in response to the alleged violations;
    • A referral of the complaint to another unit within the institution that has authority over the issue; or
    • Any other remedy or action that is deemed appropriate and reasonable.
       
  3. The decision of the Assistant Chancellor for Student Affairs may be appealed to the UW-River Falls Chancellor, who shall have at least 60 days to review the decision.
     
  4. A decision of the Chancellor shall not be subject to any further appeal or review within the institution. The complainant may pursue any further claim or complaint through applicable state or federal law, or UW System processes.
     
  5. If a resolution is not reached at the institutional level, or if a complainant believes that the nature of the complaint or its impact on the University of Wisconsin System as a whole warrants an immediate review, they should email Academic Programs and Educational Innovation (APEI), call 608-262-8778 or consult its website.
